Port Elizabeth sits on Admiralty Bay, the low-key capital of Bequia in the Grenadines chain of St. Vincent and the Grenadines. Ships anchor offshore and tender passengers to a small waterfront lined with pastel buildings, model-boat workshops, and open-air cafés that recall the island's long whaling and shipbuilding traditions.
